Create an e-mail FS for CopiaFacts to transmit

EMTO emailaddress [a[ttach]="pathname"] ... [s[ubject]="subject line"] [t[emplate]="fstfile"]

This program creates a single FS file to be transmitted by CopiaFacts.  Only a simple FS file with subject and optional attachments are supported.

The attachment pathname must be visible to CopiaFacts server.  The subject defaults to "E-Mail from CopiaFacts hh:mm" if not specified. The FS template file defaults to @FFBASE\EMTO.FST if not specified.

The normal @FFBASE and other variables are expanded if present in the attachment and template path names.
